City Building provides a range of repairs and maintenance, manufacturing, construction and refurbishment activities for Glasgow City Council and Wheatley Housing Group’s citizens and customers as well as other public, private and third sector organisations.

City Building operates both the largest construction craft apprenticeship programme in Scotland, and Royal Strathclyde Blindcraft Industries (RSBi), one of the largest supported manufacturing businesses in Europe, around 200 people, more than 50% of whom have a disability.

Our accreditations include, ISO45001, ISO 14001 and ISO 9001:2015. We are current recipients of a Queen’s Award for Enterprise Promoting Opportunity and Investors in Young People Platinum award. Both these accolades recognise our focus on investing in and growing a skilled staff base.

As we enter an exciting new phase with the launch of our refreshed three-year Corporate Strategy, we are seeking an experienced and visionary leader to join our Executive Management Team in a new, strategic role:

Divisional Director – HR, OD & Training

The Role

This role is pivotal in shaping and delivering City Building’s HR and OD strategy. You will lead on all aspects of HR and OD, embedding effective OD practices, overseeing people systems and strategy, and driving continued growth in our highly successful apprenticeship programme.

As a member of the Executive Management Team, you will:

- Provide strategic leadership across all HR, OD and Training services including Pay and Reward / Payroll.

- Ensure HR and OD functions operate effectively, in full compliance with employment legislation, policy and regulations.

- Lead on collaborating with our key stakeholders, including Glasgow City Council, Wheatley Housing Group, and Trade Unions.

- Drive workforce planning, talent management, and succession planning initiatives.

- Inspire and lead teams to deliver high performance and continuous improvement.

The Candidate

We are looking for a senior leader who brings:

- Proven senior management experience in HR / OD / Training and Payroll within a complex, unionised environment.

- Experience of working with executive and board-level stakeholders influencing organisational culture change and effectiveness.

- Strong leadership skills to motivate and empower diverse teams.

- A strategic mindset with the ability to deliver people initiatives that align with organisational goals.

- You will play a key role in shaping and implementing City Building’s values, culture, and ambitions – helping us deliver excellence whilst growing a sustainable and inclusive workforce for the future.

- Chartered membership of CIPD / Masters in relevant discipline or equivalent experience.
