We are the Digital Office for Scottish Local Government, leaders in digital service transformation and delivery across local authorities in Scotland.
Founded in 2016, we support Scottish local authorities to deliver the National Digital Strategy through collective, scalable initiatives. We’re based at COSLA in Edinburgh, with staff working across Scotland.

Digital Telecare
The Digital Office is commissioned to drive the Digital Telecare Programme in harmony with the Scottish Government and COSLA. Working collaboratively, we provide strategic focus, develop best practice guidance, and operational support to Telecare Service Providers across Scotland as part of the analogue to digital switchover.
The Role
As Project Manager, you will lead the delivery of projects across the Digital Telecare Portfolio, supporting Scotland’s transition from analogue to fully digital telecare services and other health and social care programmes.
You’ll plan and coordinate work to design, produce and deliver key products (such as guidance, templates and reports) and will work closely with colleagues across the Digital Office and external partners.
The role will suit someone who can bring structure and pace to complex programmes, providing clear reporting and governance materials, managing risks and issues, and ensuring delivery is compliant with relevant policy and legislation and that outputs are fit for purpose.
What you’ll bring
- Proven project management experience, with the ability to plan, coordinate and deliver outputs to time, cost and quality
- Strong stakeholder management skills, able to build effective working relationships with local authorities, housing providers, industry partners and national bodies
- Excellent and confident presentation and written communication skills, with experience producing clear information and documentation for varied audiences
- Experience managing risks, issues, dependencies and quality assurance to ensure outputs are fit for purpose and deliver expected benefits
- A proactive delivery mindset, with the ability to monitor progress and resource use, remove obstacles, and work with policy/legislative requirements in a public sector environment
- Strong digital skills, with confidence using Microsoft 365 tools.

Home based with some occasional travel throughout Scotland
Duration of Contract: Fixed Term until 31 March 2027
