Job Description
COSLA is seeking two Fiscal & Statistical Analysts to provide high-quality financial, economic and statistical analysis that supports evidence-based policy development and strengthens local government’s negotiating position. This is an opportunity to apply analytical expertise to work that directly informs decisions on local government finance, funding and wider public sector issues in Scotland.
You will bring together fiscal analysis, statistical and policy insight, translating complex data into clear advice for senior officers, elected members and stakeholders. The role will suit someone who enjoys analytical problem-solving, values robust evidence and can communicate technical findings in a clear and accessible way.
What you will do
• Analyse local government finance data, including income, expenditure, funding allocations, risks and pressures.
• Develop and maintain financial, economic and statistical models to support policy advice, forecasting and negotiations.
• Produce forecasts, scenarios, trend analysis, briefings, reports, tables and data visualisations.
• Manage and quality assure complex datasets, ensuring outputs are accurate, reliable and aligned with good statistical practice.
• Work with colleagues, councils, Scottish Government and analytical partners to ensure policy positions are grounded in robust quantitative evidence.
• Present complex financial and statistical findings clearly to a range of audiences.
The roles are fixed term for 12 months in the first instance with the possibility of extension subject to funding.
