Are you passionate about creating sustainable travel solutions and promoting active lifestyles? HITRANS is seeking a dynamic Project Manager to lead the delivery of the People & Place Programme across the Highlands & Islands region and supporting delivery of Transport to Employment initiatives. This programme aims to shift travel habits away from private car use toward more sustainable travel options, including walking, cycling, and wheeling.

The successful candidate will support delivery of HITRANS' Transport to Employment activities alongside the People & Place Programme, working with local authorities, employability partnerships and community organisations to improve access to jobs, training and other opportunities through better transport solutions.

Key Responsibilities:

  • · Lead and coordinate the HITRANS People & Place programme, promoting active travel and sustainable transport.
  • · Manage and implement local and national funding initiatives supporting walking, wheeling, and cycling.
  • · Ensure the successful delivery of grant programmes and monitor the progress of behaviour change initiatives.
  • · Support delivery of Transport to Employment initiatives which will be delivered in partnership with Councils, Local Employability Partnerships and Delivery Partners.
  • · Manage local behaviour change officers and work closely with partner organisations to deliver integrated active travel strategies.
  • · Contribute to the development and implementation of the HITRANS Active Travel Masterplans and strategies.

We are looking for a candidate with excellent project management skills and a passion for sustainable transport. You should be experienced in managing complex programmes and working with diverse stakeholders. The role requires a proactive approach to managing funding, reporting on progress, and leading behaviour change activities within local communities. Ideal candidates will have strong communication and organisational skills, along with a solid understanding of active travel principles.

The role can be based anywhere within the HITRANS remit area (Highland, Orkney Islands, Moray, Western Isles, Argyll & Bute), and we are open to flexible working arrangements, including job share and reduced hours. HITRANS has offices in Inverness, and Jura, but we are happy to consider other suitable locations based on your needs.

Main Duties Include:

  • · Developing and delivering a detailed work plan with timelines, costs, and partner responsibilities.
  • · Liaising with local and national partners, providing grant management, regular updates, and support.
  • · Line management of local behaviour change officers and coordination with local authorities.
  • · Monitoring, evaluating, and reporting on programme outcomes.
  • · Managing key projects such as the Fort William Wayfinding project.

What We Offer:

  • · A competitive salary and flexible working conditions.
  • · An opportunity to lead a transformative programme that makes a real difference to communities and the healthier lives.
  • · A supportive team environment and the chance to work on innovative projects across a stunning and diverse region.

How to Apply:

If you are enthusiastic about making a difference and have the skills to manage an exciting programme of work, we would love to hear from you. Please submit your CV and a cover letter outlining your suitability for the role, with reference to the Person Specification.

Closing Date: Friday 3rd July 2026

Interviews will be held on: 15th or 16th July 2026
