A volunteering opportunity has arisen for the appointment of an external independent Chairperson to join Argyll and Bute Council’s Audit and Scrutiny Committee.

Argyll and Bute Council is committed to the highest standards of corporate governance, accountability, openness and transparency. The remit of the Council’s Audit and Scrutiny Committee is to have strategic oversight of the Council’s framework of corporate governance, risk management systems, associated internal control environment and scrutiny. To fulfil this remit, it seeks assurance from the work of internal and external auditors and other inspection agencies and from the Council’s risk management arrangements.

The Audit Committee membership currently comprises six Councillors and one voting independent Chairperson appointed from outside the Council. The latter enhances the robustness and independence of the Committee fulfilling its Audit and Scrutiny functions.

The successful applicant should be inquiring and independent-minded and able to assist the work of the Audit and Scrutiny Committee by utilising core competencies such as:-

  • The ability and confidence to challenge and question
  • High level of inter-personal skills including effective listening skills
  • The ability to work effectively with others and build effective working relationships across the Council
  • Organisational awareness, challenges and constraints

Knowledge and experience gained in the financial and/or general management of large business or public service organisations would be beneficial.

The Independent Chairperson will be required to attend and chair 4 scheduled meetings of the Committee per year plus attendance at any learning and development events and presenting the Chairpersons annual report to Council.

Meetings are held on a hybrid basis either virtually through the use of Microsoft Teams or in person at the Council’s main offices in Lochgilphead. The Chairperson will follow the same code of conduct as elected members and a register of interests will be maintained. The appointment will be for an initial fixed period to 31 March 2025.

The appointment is on a voluntary basis, though any related expenses will be reimbursed.
