Midlothian Council is seeking applications for the post of Asset Management Surveyor to support the delivery of our Asset Management Plan for Property & Estates. This plan is critical to transforming how we work; supporting a workplace fit for the future; delivering joined up services; and utilising our assets to maximise their potential while making efficiencies through rationalisation. Midlothian Council’s objective is to maintain its operational estate at Condition B as a minimum while supporting our estate’s decarbonisation and commercialisation.

This is a new post within the Property & Estates team. The successful applicant will provide a full range of building surveying functions across Midlothian Council’s Non Housing Operational and Non Operational (Investment) estate, working with colleagues in the Property & Estates and the Sustainability team.

The postholder will be responsible for overall leadership in and facilitating the delivery of maintenance, repair and capital works arising from the property and estates asset management plan; stakeholder engagement; risk management and mitigation; resource management; financial management; risk and reporting. You will be required to ensure projects’ quality outcomes, meeting specified outcomes, and adhere to Midlothian Council’s internal governance processes.

Main duties will be:

  • Building surveying and providing technical advice on building fabric performance, planned maintenance requirements and lifecycle renewal
  • Condition surveys
  • Accessibility and suitability surveys
  • Inspect / survey commercial property portfolio and support lease management
  • Support delivery of small works to property assets

You will be a visible and approachable team member with excellent interpersonal skills and the ability to communicate clearly, sensitively and effectively, both verbally and in writing, with a broad range of people.

Working hours are up to 36 per week. Midlothian Council is committed to flexible and hybrid working.

You will have a degree in Building Surveying and membership of Professional Body e.g. MRICS (Essential). You will have knowledge of current construction issues, legislation and best practice, knowledge of building material, construction, trade practices, building regulations and building maintenance functions; and knowledge of construction techniques, specialist works, issues and planning and budgeting of works.

You should have a minimum of five years working within the field of construction / building surveying.

You should be confident in carrying out condition surveys, inspecting properties and preparing schedules of condition and work required, providing advice as necessary. You should be able to prepare schedules, specifications and programmes for improvement work based on accurate measurement while having strong interpersonal and communication skills.

Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £48,370.86 per annum.
