The Contracts and Commissioner Officer’s role is a unique opportunity to support the Lifelong Learning and Employability Service and wider partners. They will do this by maximising its impact on building skills for learning, life and work through attracting funding via contracts, grants and community benefits. They will have specific responsibility for delivering the modern and foundation apprenticeships contracts, as well as contributing strategically and operationally to the Local Employability Partnership. This is a flexible role responding to new opportunities to support local people of all ages.
Essential
- Educated to degree level or equivalent,
- Detailed knowledge and understanding of the range of funded programmes and policy around skills development and employability,
- Experience of successful delivery of funded programmes and meeting funders’ compliance requirements,
- A high level of competency in communication, presentation, understanding data and interpersonal skills, strong organisational and analytical skills and practical facilitation skills,
- Ability to develop and implement a project plan to budget and timescale.
Desirable
- An understanding of the role, principles and values of Community Learning and Development practice and an up to date knowledge of a variety of social policy and equality policies and strategies in Scotland.
- Registered with CLD Standards Council.

Working Pattern: 9am to 5pm Mon to Thursday, Fri 9 am to 3.30pm, with occasional evenings or weekends
Weeks per year: 52
Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.
Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £44,989.60 per annum.
Requirements
Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this PSN Disclosure check will be met by you.
Please note that Disclosure Scotland has changed the way certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate.
