This is an exciting opportunity to manage and develop a team delivering Democratic and Document Services across the Council with specific responsibility for Records, Archives and Document Management.

You will lead the delivery of corporate records management services to the Council and its Directorates, including monitoring and updating the Council’s Records Management and Improvement Plans. You will consult with all services within the Council to achieve and maintain best practice in records management in line with relevant professional standards and ensure compliance with all legal and regulatory records management and retention requirements. You will oversee the delivery of operational records management services such as records storage, retrieval and destruction and you will contribute to, and in some cases lead on corporate projects, involving records and information management including the implementation of the Document Management Strategy.

You will lead developments to the Council’s Archives services in line with the Archives Services Improvement Plan. Working closely with Libraries and Council partners, you will transform the delivery of Archives storage and access services, develop outreach activities and public engagement, and ensure the professional preservation of the Council’s historical collections.

Jobholders must be educated to SVQ level 4/HND in a relevant subject such as Business Management, Administration, or evidence of equivalent competency to this level would be an acceptable alternative.

NOTE: The Jobholder who has responsibility for Document and Records Management must hold a Post Graduate Diploma in Archive Administration.

A professional knowledge of administration and operational methodology and procedures is essential.

To be competent in the role the Jobholder must have good interpersonal skills and develop and maintain an understanding of all aspects of the Midlothian Council Democratic & Document Services process.

A knowledge and understanding of the local government services provided by the Council.

Experience of managing a team to deliver service objectives.

Experience of leading/ contributing to transformational change.

An understanding of the principles of integrated services and methodology.

Based on you working 36 hours over 52 weeks per year the minimum actual salary for this position is £36,311.02 per annum.

Requirements

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a basic/standard/enhanced disclosure check for all employees who can access official information. The fee for this PSN Disclosure check is £25 and the successful candidate will be required to re-pay to the Council the fee through payroll deduction.
