Midlothian Council is recruiting an Executive Business Manager to lead the Transformation Programme Management Office. The post holder will be responsible for managing the change and improvement programme, working with key stakeholders to improve the way services are delivered for Midlothian’s citizens. The Transformation Programme is aligned to the Council’s Medium Term Financial Strategy and must deliver significant efficiencies and realise financial benefits.
This is a challenging role with the opportunity to shape the future of the organisation. The successful candidate must be able to demonstrate previous experience of achieving results, managing change programmes, a comprehensive understanding of the fiscal and financial environment, extensive partnership working and a passion for improving outcomes for service users.
Initially this is a fixed three year appointment. Secondments will be considered.
A degree level qualification in a relevant related discipline or evidence of equivalent competency.
A post-graduate qualification in a relevant subject area and senior membership of an appropriate professional body.
Experience of service planning, staff and resource management in a multi-disciplinary organisation demonstrating creative and innovative service development and problem solving.
Project and programme management experience demonstrating good interpersonal skills, together with a clear understanding of the regulatory framework within which public services operate.
A proven track record of gathering and analysing statistical data to assess performance, ideally utilising systems providing predictive data.
A proven track record demonstrating innovative thinking along with successful project and programme delivery involving stakeholders from multiple organisations.
