Midlothian Council is seeking applications for the post of Housing Officer to support the delivery of high-quality housing services across our communities. As the only local authority in the vicinity of Edinburgh not currently operating under a housing emergency, Midlothian Council is proud of its proactive approach to housing management, investment, tenancy sustainment, and community engagement. This role sits within the Housing Service and offers the opportunity to work closely with tenants, residents, partner agencies, and colleagues across the Council. You will play a key role in supporting neighbourhoods, sustaining tenancies, addressing housing issues, and ensuring our customers receive a responsive and professional service.

Main duties will include:

  • Managing a designated area and acting as the first point of contact for tenants.
  • Supporting tenancy sustainment and providing advice on a range of housing matters.
  • Investigating and resolving anti-social behaviour complaints and neighbourhood issues.
  • Managing tenancy changes, successions, assignations, and other tenancy-related matters.
  • Carrying out estate inspections and helping to maintain safe, clean, and attractive neighbourhoods.
  • Working in partnership with support agencies and community organisations to improve outcomes for residents.
  • Contributing to the delivery of excellent customer service and continuous service improvement.

You will be a visible and approachable member of the team with excellent communication and interpersonal skills. You will enjoy working with people from a wide range of backgrounds and be able to build positive relationships with tenants, colleagues, and partner organisations.

We are looking for individuals who are passionate about helping people and making a difference in local communities. Previous housing experience would be advantageous; however, it is not essential. We welcome applications from candidates with transferable skills gained in customer service, social care, community work, tenancy support, education, public services, or other relevant sectors.

KNOWLEDGE

Operational knowledge of housing policy and related legislation is desirable to deliver accurate information and make balanced judgements within statutory requirements & strict guidelines.

The jobholder should have experience of dealing with vulnerable and disadvantaged clients, and have knowledge of giving welfare related advice and signposting to support networks. Knowledge of housing and related legislation in the operation of Council policies and procedures

Knowledge of MS Office or similar Spreadsheet and Word processing applications is essential.

Homepoint Level 2 or 2 Highers, including English, or SVQ equivalent combined with necessary experience. A diploma in Housing Studies is a desirable qualification.

If the jobholder does not meet the educational criteria, they will have to evidence they have the capacity to meet the educational standard.

The jobholder requires knowledge of a wide range of jobs and associated activities and will generally need an extended period of relevant working experience to become fully competent & familiar with all aspects of the job (2 years).

Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale.

Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £32,554.06 per annum.

Requirements

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a disclosure check for all employees who can access official information. The fee for this Disclosure check will be met by you.

Please note that Disclosure Scotland has changed the way certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate.
