Job Description
This post will support the development and delivery of communications to press, public and staff for high profile programmes of regeneration work within the Levelling Up Fund, Elgin Neighbourhood Board and Moray Growth Deal via a range of platforms and media, including the production of creative content for social media and web-based platforms.
This post also supports the development and delivery of communications to the council’s internal and external audiences, predominantly focusing on the production and publishing of creative, accessible and optimised content for websites and social media. The post supports the corporate communications function and provides resilience and crisis comms support for the corporate comms output.
Requirements
Under the Disclosure (Scotland) Act 2020, the successful candidate will be required to undertake a Disclosure Check.
Responsibilities
Plan, create and publish effective and engaging content for the council’s communication activities with press, public and staff, delivering on identified objectives
Provide a point of contact for media enquiries and create engaging press releases
Provide advice and guidance to council staff, heads of service, senior managers and councillors on media issues as required
Attend council meetings and provide publicly accessible reports
Assist with the planning, promotion and implementation of public engagement events for economic development and regeneration
Lead web content reviews and support services to create, manage and publish high-quality content across the council’s websites, MyMoray website and associated social media channels.
Use industry standard measurement and analytics to support effective presentation of complex information regarding outputs and outcomes of communications activity.
Participate in the Council’s Employee Review and Development Programme
The Individual
Good understanding of local government.
Strong background in communications industry.
Managing digital channels.
Planning and producing high-quality, creative and optimised content for a range of audiences, predominantly for websites and other digital platforms.
Relevant Degree in communications marketing or other relevant discipline.
Excellent oral communication and interpersonal skills.
Excellent writing, creative, IT and web development skills.
Adaptable, self-motivated and able to work on own initiative.
Ability to use photographic and filming equipment including gimbal, mics and drone.
Meticulous attention to detail, ability to proofread with a high degree of accuracy.
Good knowledge of English, spelling and grammar.
Excellent written skills and ability to meet deadlines.
Experienced social media user and creator.
Good understanding of the needs and working practices of print, broadcast and digital media.
Ability to ‘spot a story’.
Experience in public engagement.
Strong knowledge of digital communications, mainly in creation and review of content which complies with relevant web standards and legislation.
Ability to work as a member of a team working in a hybrid way, taking the lead on areas of expertise and guiding others when necessary.
Ability to engage effectively with internal and external stakeholders.
Ability to focus on agreed objectives, to ensure they are achieved within agreed timescales.
Good track record of inter-agency collaboration, group work and management.
Ability to maintain confidentiality when dealing with or advising sensitive and/or confidential issues.
Proven ability to plan and manage workload, work to tight deadlines and under pressure.
Experience of working in a confidential environment.
Driving Licence to undertake site visits, engagement sessions and cover stories across Moray – vehicle can be provided.
Temporary position until March 2028

Starting Salary: £38.699 per annum (£20.53 per hour)
