Come and Join Our Team at North Lanarkshire Council!
Our New Supply team is an award‑winning housing development service based at the Civic Centre in Motherwell. We deliver a diverse programme of projects, from complex town‑centre regeneration to large‑scale housing developments at the heart of our communities. Our multidisciplinary in‑house team—comprising Project Managers, Development Coordinators, Architects, Quantity Surveyors, Clerks of Works and more—supports one of the most ambitious new‑build housing programmes in Scotland. The projects we deliver are varied, challenging and highly rewarding.
This is a rare and outstanding opportunity to shape the next chapter of the team’s success.
The Programme Delivery Manager (Development) will play a pivotal role in supporting both the Housing Delivery Manager and the New Supply management team to achieve our target of delivering 6,000 new homes by 2035. The role requires strategic vision and strong leadership to drive forward development opportunities, including site identification and appraisal, direct acquisitions from private developers, and open‑market buybacks. You will also oversee the management of Scottish Government grant funding, the Strategic Housing Investment Plan, Affordable Housing Policy and community benefits.
In addition, the postholder will represent North Lanarkshire’s interests at a regional level and work collaboratively with Elected Members and local communities to shape and enhance the vital services we provide.
We are looking for a solutions‑focused, forward‑thinking leader who brings a collaborative mindset, inspires confidence, and is genuinely passionate about delivering excellence in community outcomes and tenant experience.
