Community Operations division is seeking a dynamic and experienced Programme Manager to lead on the high-profile programme of work within our Land, Waste and Fleet function. This role is temporary for a period of up to 23 months and will have a particular focus on a nation-wide recycling initiative supported by the Scottish Government in 2026.

As part of a new initiative, all Councils across Scotland received dedicated funding to improve recycling rates across the country. The aim of the initiative is to support Councils to enhance recycling performance by improving infrastructure, developing policies and procedures, and increasing both the quantity and quality of recycling.

The Programme Manager is responsible for delivering wider environmental benefits by ensuring waste is managed, treated, and prepared appropriately before being returned to the market. The initiative is designed to strengthen waste management infrastructure, support community-based projects, and contribute directly to Scotland’s transition towards a circular economy.

The Programme Manager will be responsible for undertaking a full options appraisal and presenting recommendations, including a comprehensive project plan for the infrastructure required. This may include for example, proposals such as the development of a Waste Transfer Station or a papermill.

You will work closely with internal stakeholders, external partners, and service providers to ensure that transport solutions meet the evolving needs of the Education function. Your leadership will be key in driving performance, innovation, and customer-focused service delivery.

You will identify and develop commercial opportunities to enhance service value and efficiency. You will oversee capital and revenue budgets, including preparation, monitoring, and reporting and analyse performance data to produce high-quality reports which will inform decision-making.

Experience in managing projects from inception to delivery, ensuring agreed outcomes and benefits are realised is essential.

You must be customer-focused, commercially astute, with experience identifying and delivering value-driven opportunities.

An excellent communicator, able to engage effectively with stakeholders at all levels.

A proven project manager, with a track record of delivering complex initiatives successfully.

Educated to degree level or equivalent, with evidence of continuous professional development.

Work pattern:

35 hours per week - Monday - Thursday: 08:45 -16:45 (including a 55 minute unpaid break)

Friday: 08:45 - 16:15 (including a 50 minute unpaid break)
