Early Learning & Childcare Operations Officer

Renfrewshire Council is seeking an Early Learning and Childcare (ELC) Operations Officer to lead and manage the operational functions of the ELC service across Renfrewshire. Reporting to the Education Manager, you will play a key role in admissions and day care provision, workforce development, service planning and continuous improvement.

The ELC Operations Officer will lead and manage the admissions process for children from birth to five years, support deferred entry and cross-boundary allocations, oversee day care and wraparound care provision, and ensure that clear, accurate and accessible information is available to families across Renfrewshire.

You will systematically gather, analyse and report data to support operational delivery, service planning and quality improvement.

You will also contribute to workforce development activities, including supporting compliance with Scottish Social Services Council (SSSC) requirements, managing workforce information and qualifications data, and coordinating training and qualification opportunities. In addition, you will support tendering, procurement and grant activity, develop positive partnerships with private and voluntary sector providers, and provide line management for the ELC Assistant Operations Officer and Business Support Officer.

It is essential you hold a degree in Business/Administration or an equivalent qualification and will have considerable experience of working in public, third sector or support services at an operational level. You will have experience of compiling, managing and maintaining databases, information handling and data protection, producing statistical and performance reports aswell as analysing data to support service improvement and decision-making, and monitoring budgets and financial performance.

Experience of working in partnership with a range of internal and external providers and stakeholders is also essential.

You must possess oral and written communication skills, well-developed interpersonal and people management skills, and the ability to organise, plan and prioritise. You will be adaptable and responsive to changing service needs, able to work flexibly to meet service demands, and capable of working effectively both independently and as part of a team.

Whilst not essential, experience of working within childcare or early years services is desirable, along with an understanding of early years workforce development and qualifications, Scottish Social Services Council requirements and standards, and ELC admissions policies, procedures and management. Experience of directly managing staff and/or resources is also desirable.

This is an exciting opportunity to contribute to the ongoing development of Early Learning and Childcare services and make a positive difference for children and families across Renfrewshire.

The successful candidate will be required to undertake a Disclosure Scotland check. The level of check will be determined by the duties of the post. Further information is available at www.disclosurescotland.co.uk

For an informal discussion about the post, please contact Jennifer O’Hara, Education Manager (Early Years) on 0141 487 4861.
