Renfrewshire Council is committed to providing safe, warm and healthy homes for our tenants. We are seeking an experienced and motivated Housing Condition Manager to lead our strategic and operational response to dampness, mould and indoor environmental quality across our housing stock.
This is an exciting opportunity to take a leading role in shaping and delivering a proactive, preventative and data-driven approach that improves housing conditions, protects tenant wellbeing and ensures compliance with evolving regulatory requirements.

As Housing Condition Manager, you will be the Council's lead specialist for damp & mould, providing expert leadership and strategic direction across the housing service.
The key responsibilities of the post also include leading the Council’s strategic response to damp & mould across the housing estate. Develop and implement policies, procedures and service standards in line with legislation and best practice. Manage the investigation, diagnosis and resolution of complex damp & mould cases. Lead and develop a specialist team, promoting a culture of proactive intervention and continuous improvement. Monitor and analyse housing condition, environmental and sensor data to identify risks and drive preventative action. Manage budgets and contribute to investment planning and procurement activities. Ensure effective contractor management and performance monitoring. Lead responses to complaints, elected member enquiries, SPSO investigations and legal claims. Provide professional advice and technical guidance to senior managers, elected members and stakeholders. Support wider housing maintenance activities and deputise for the Housing Maintenance Manager when required.
You will be educated to ddegree level and/ or have an equivalent qualification in Building Surveying, Construction, Housing or related discipline. Alternatively, you will have substantial equivalent work experience in a senior role.
You will develop policies, drive service improvement, oversee complex cases, and lead a dedicated team focused on identifying, preventing and resolving damp & mould issues. Working collaboratively across a range of services and with external partners, you will ensure the Council meets its statutory obligations while delivering excellent outcomes for tenants.
The role will involve using housing condition data, performance information and emerging technologies to inform investment decisions and preventative maintenance programmes.
We are looking for a highly motivated housing professional with significant experience in housing repairs, maintenance or asset management within a social housing environment as well as demonstrable experience managing dampness, mould or building condition issues.
You must have experience of managing staff teams and service delivery, experience of managing budgets, resources and contractor performance and experience handling complex, high-risk cases, complaints and escalations.
Effective knowledge of Housing (Scotland) legislation such as Repairing Standard and Tolerable Standard and Health and Safety legislation and compliance requirements are essential.
Effective communication skills, proven leadership and people management skills as well as effective analytical skills and the ability to interpret technical and performance data are also essential.
You will be able to exhibit effective decision-making and problem-solving capability in complex environments as well as the ability to drive performance improvement and service delivery outcomes
A full current driving licence is desirable.
You must be able to attend meetings or events out of hours, as required.
