We are currently looking for a Migration, Asylum and Population Change Lead Officer to join our Policy and Partnerships service.

 

Renfrewshire Council has a strong track record in terms of supporting people who have come to live and settle in the area through different humanitarian programmes or routes, such as the resettlement schemes for Syrian and Afghan nationals, Ukraine resettlement process and for unaccompanied asylum-seeking children and young people.

 

The last two years have seen unprecedented change, particularly in relation to the widening of the asylum dispersal programme, and the scale of policy and partnership co-ordination required continues to grow at pace. As a result, Renfrewshire's communities are becoming increasingly diverse, and local services and supports will need to evolve in response.

 

About the role

 

Located within the Chief Executive's Service, the Migration, Asylum and Population Change Lead Officer will support the delivery of the Council's ongoing strategic programme, ensuring there is a strong focus on working with partners and communities to support resettlement and ensure services and supports are targeted appropriately.

 

The post holder will play a key role in developing, co-ordinating and leading a range of policy activities to support the Council and wider partnership response to migration, asylum and population change issues. The Head of Policy and Partnerships has the overall lead for this work within the Council, which is recognised as a key corporate and wider partnership priority.

 

With a robust understanding of migration and asylum policy, at both a Scottish and UK level, the post holder will provide strategic support to senior managers and elected members, particularly supporting the work of the Strategic Migration Group chaired by the Chief Social Work Officer, and participation in wider local and national partnership meetings.

 

Requirements

 

About you

 

We are looking for someone with experience and proven track record of operating at a management level in a large public sector organisation, substantial experience of leading projects with a demonstrable record of achievement, experience of working effectively at a senior level in a political environment and experience of working successfully in partnership with external agencies.

 

You will have knowledge of the legislative and policy environment in relation to migration, asylum and population change, demonstrable experience of policy development in a similar or relevant field or organisation and have the ability to plan strategically at a senior level.

 

It is essential you have degree level qualification or equivalent in a relevant subject, you are an effective communicator with highly developed written, verbal, presentation, and interpersonal skills and have the ability to work under pressure and to strict deadlines.

 

It is also essential you have effective organisational and analytical skills aswell as a proven ability to lead and manage teams and projects in large complex organisations.

 

Experience of leading successful migration, asylum or population change programmes or outcome-focused programmes in a similar field, experience of effectively managing complex budgets and proven ability to operate at a national level, representing the Council's interests is desirable but not essential.
