Senior Procurement Specialist (Permanent)

 

Renfrewshire Council is seeking a Senior Procurement Specialist to join our award winning procurement team. This is a fantastic opportunity to contribute to one of Scotland’s highest performing local authority procurement functions and to play a key role in delivering our strategic ambitions.

The Procurement team is part of the Finance & Resources service, underlining the importance of our contribution to the Better Council strategic change programme.

This post will provide dedicated support to our Housing Services department, leading on the Housing-led Regeneration and Renewal Programme – a £100m programme over the next 10 years to deliver modern, high quality, energy efficient, affordable Council housing. The Housing Programme will not only significantly enhance the Council’s housing stock but will also contribute to the wider transformation of Renfrewshire as a place and will be central to the economic and social recovery of Renfrewshire.

The construction category team also supports the procurements for the Councils Regeneration department and Property Services department. You will have the opportunity to work on a broad range of procurements from energy efficiency, Housing specific projects, consultancy appointments, repair and maintenance contracts, new build contracts, demolition contracts and general service contracts relating to the Housing Services department.

Ideally with knowledge and understanding of the standard form of contracts for Construction (NEC and SBCC) you will join the Construction Category Team, reporting to the Strategic Category Manager for Construction, engaging with and leading procurements which will contribute to our ambitious capital investment plans.

If you think you could make an energetic and effective contribution to the team, and understand the governance required for public sector procurement, you should apply for this post.

It is essential that you are educated to HND level or equivalent in a relevant subject or have/are working towards MCIPS or equivalent relevant experience. Additionally, you must have experience of managing, developing and reporting complex projects; the ability to develop and implement contract strategies; experience of negotiating and awarding contracts in accordance with procurement policy, procedures and strategy; and experience of developing and implementing appropriate supplier relationship and development strategies.

You must have a clear understanding of public sector procurement governance and be able to deliver projects within the specified timelines as set out in the project schedule and maintain procurement performance to support the scheduled completion date.

It is desirable that you have an appropriate knowledge of relevant markets, products and services; are able to identify changes and developments in the market place and their potential impact on the Council; and have an understanding of EU Procurement Law.
