Are you passionate about procurement?
We have a career development opportunity to join our procurement team either commencing as a Procurement Development Officer (Grade 8) or if you have the required experience, you could join as a Procurement Officer (Grade 9) or Senior Procurement Officer (Grade 10).
You will assist and support the Procurement Manager, carrying out procurement activities in a professional manner, deploying procurement expertise and knowledge in local government regulations, ensuring Tayside Contracts procurement needs are carried out within current legislation and Standing Orders. You will ensure that best value for money is achieved and adopt a continuous improvement approach.
As Procurement Development Officer you will have experience in a procurement related role and have clear understanding of the principles of ‘best value’ and how this applies. You will have analytical skills and proven ability to analyse data to aid decision making. You will be market aware and have understanding of basic sourcing. You will have proven ability to use initiative, work to deadlines and have computer literacy skills, including familiarity with the Microsoft Office package. You will be working towards CIPS Level 4 Diploma.
In addition to the requirements above, as Procurement Officer you will have significant previous experience within a procurement role. You will have the ability to develop tender specifications with customers, have excellent verbal and written communication skills and the ability to perform with integrity and in a consistent and reliable manner. You will be working towards CIPS Level 5 Advanced Diploma.
As well as the above criteria, as Senior Procurement Officer you will have comprehensive understanding of procurement processes, from defining the need to completion of contract. You will have good purchasing skills and understanding of routes to market and procurement options available. You will have commercial acumen and proven excellent planning and organisational skills. You will be working towards Level 6 Professional Diploma and full professional membership of Chartered Institute of Procurement and Supply.
You will be a team player with a positive attitude and be a creative/innovative individual who has proven ability to drive continuous improvement.
A Category B Driving Licence or equivalent to drive in Great Britain and access to a motor vehicle, or otherwise able to meet the requirement to travel efficiently to other locations is essential.
As this post can be offered on a career development basis you will progress through the grades when full competence can be demonstrated in all the points in the relevant sections of the Job Description and the qualification and experience requirements in the associated Person Specification have been met.
