This is an exciting opportunity to lead and manage our Civil Contingencies Service (CCS), a shared service under the partnership of East Renfrewshire Council, Inverclyde Council, Renfrewshire Council and West Dunbartonshire Council.

 


You will provide professional advice to Chief Executives across the Partnership, Elected Members and other Chief Officers as required.

 


Leading your team, you will facilitate the delivery of high quality statutory civil contingencies and resilience preparations and response across and within the local authorities and health and social care partnerships. You will ensure that key personnel are suitably trained, delivering training, and exercising to employees.

 


You will manage and participate in, the provision of a 24/7 out of hours duty rota to respond to potential emergency situations across the full geographic area using your experience, expertise, and knowledge to advise senior colleagues.

 


You will work with relevant national, regional, and local agencies and partners to understand and assess the ongoing and changing nature of risks and threats across the area, liaising with relevant leads in each Council/HSCP in the Partnership to develop and recommend a strategic, tactical, and operational response to these.

 


You must have a degree or other relevant qualification in civil contingencies, emergency management or resilience field, significant demonstrable experience of developing, influencing and motivating the resilience focus and direction of a large organisation, both strategically and corporately and extensive practical experience in responding to major emergency incidents, with suitable evidence of successful incident management decision making, reputational awareness and co-ordination skills.

 


You must also have demonstrable experience of Integrated Emergency Management practice and principles and experience of leading and chairing local authority and national groups.

 


Experience of leading, establishing or promoting major resilience projects, requiring multi-agency and partnership collaboration and a knowledge of the Civil Contingencies Act (2004) and “Preparing Scotland” resilience agenda are essential.

 


We are looking for a highly motivated individual with an appetite for challenges who can think creatively, and problem solve in real-time. You can engage and collaborate with a wide range of stakeholders and influence and inspire confidence in others while working under pressure.

 


It is essential you have IT skills and effective written and oral communications skills with the ability to converse with, and advise, a wide range of stakeholders.
A full UK driving licence is essential. Experience of working at tactical and strategic levels within an organisation and with the emergency services and other response agencies is desirable.
